How to Combine an ID, Form, and Certificate Into One PDF

Get the order right before you click Merge
Rename files so sorting is obvious: 01-id.pdf, 02-form.pdf, 03-certificate.pdf. If the instructions say form first, follow that — portals are picky for a reason.
Open each file once. Blurry ID photos cause more delays than almost anything else. Retake a scan now if the text isn’t readable.
